Un État fort est indispensable pour faire face aux défis du monde moderne mais il doit d’abord être lui-même modernisé par l’organisation de grandes agences de service public, l’élargissement des responsabilités locales, un pilotage cohérent et un management responsabilisant.

Abstract

A strong State is essential when facing the challenges of the modern world but must first of all be modernized itself through the organisation of large public service agencies, further local responsibilities, consistent steering and empowering management.
