Résumé

L’histoire montre que la sortie de crise des finances publiques n’est pas un phénomène purement comptable. Il s’agit d’un processus politique qui met en jeu des représentations culturelles. L’histoire de France offre un champ d’observation intéressant. Entre 1789 et la Libération, l’État français a réglé ses problèmes budgétaires en jouant de ses différentes légitimités, quitte à sacrifier l’intérêt des prêteurs d’argent.

Abstract

History shows that the end of public finances crises is not a simple accounting phenomenon. It is a political process which implies cultural representations. In the French History, there are various interesting examples. Between 1789 and the end of the Second world war, the French State managed his budget deficits by taking advantage of several legitimacies without consideration for his creditors.
